The Wisconsin Housing and Economic Development Authority (WHEDA) awarded $47.5 million in housing tax credits across 35 developments in 15 counties, including 10 projects planned in Milwaukee County.
The HTC’s, which are meant to incentivize private investment in affordable housing, will provide or preserve more than 2,100 new affordable housing units across various community types, the announcement said.
9% Housing Tax Credit

- Amani scattered sites: Milwaukee-based Emem Group LLC’s project in Milwaukee was awarded $1.2 million in federal funding. The development will offer 40 affordable housing units in the city’s Amani neighborhood.
- Compass Lofts: Milwaukee-based Martin Luther King Economic Development Corp. and EA Development LLC’s Compass Lofts project at 3116 N. Doctor Martin Luther King, Jr. Drive in Milwaukee was awarded $1.3 million in federal funding. The development will offer 67 affordable housing units.
- District 740: Milwaukee-based Community First Inc. and Northernstar Companies’ District 740 project in Milwaukee was awarded $978,858 in federal funding. The development will offer 40 affordable housing units.
- Ho-Chunk Nation Howell Avenue: Milwaukee-based Ho-Chunk Nation’s project at 3501 S. Howell Ave in Milwaukee was awarded $524,400 in federal funding. The development will offer 24 affordable units.
- Orchard Hollow: Madison-based Goodwill Industries of South Central Wisconsin Inc. and Jefferson County Apartments Inc.’s Orchard Hollow project at 1015 Collins Drive in Jefferson was awarded $323,980 in federal funding. The development will offer 20 affordable housing units.
- Sears Market Square: Milwaukee-based Thirty Six Blocks Inc and Haywood Group LLC’s Sears Market Square project at 2100 W. North Ave in Milwaukee was awarded $1 million in federal funding. The development will offer 46 units, 44 of which will be affordable housing units.
- The Longfellow Apartments: Illinois-based Visionary Ventures NFP Corp. and JM Developers, LLC’s The Longfellow Apartments project at 2211 S. 60th St in West Allis was awarded $1.3 million in federal funding. The development will offer 55 affordable units.
- The Oakleaf: Milwaukee-based Spoerl Commercial LLC’s project at 4450 N. Oakland Ave in Shorewood was awarded $469,346 in federal funding. The development will offer 19 affordable housing units.
- Essence Estates: Milwaukee-based Maures Development Group, LLC’s Essence Estates project was awarded $1.2 million in federal funding. The development will offer 70 affordable housing units.
Projects that had insufficient scores or were ineligible include Parkview IV in Racine County and Poplar Point Apartments in Waukesha County.
4% federal and state credits

The state’s public agency awarded $14.3 million federal credits and $8 million in state credits to nine projects, totaling 969 housing units.
- 633 Wisconsin: Milwaukee-based J. Jeffers & Co’s 633 Wisconsin development at 633 W. Wisconsin in Milwaukee was awarded $3 million in federal funding and $1.2 million in state funding. The development will offer 232 affordable housing units.
- Midtown Commons: West Allis-based Lutheran Social Services Wisconsin & Upper Michigan and Oregon, Wisconsin-based Gorman & Company LLC’s Midtown Commons phase two project at 5825 W. Good Hope Ave. in Milwaukee was awarded $1.4 million in federal funding and $1 million in state funding. The project will offer 100 affordable units.
Projects that had insufficient scores or were ineligible include Kin at Freshwater in Milwaukee County and Lakeside Towers Apartments in Kenosha County.
