Jim Filter
Ashwaubenon-based transportation, intermodal and logistics company Schneider National Inc. today announced a leadership transition in which president and chief executive officer Mark Rourke will become executive chairman of the company’s board and Jim Filter will become president and CEO, effective July 1.
Rourke has been the company’s president and CEO since 2019. He was included in BizTimes Media’s 2022, 2024 and 2025 editions of the Wisconsin 275, recognizing the most influential business leaders in the state.
Filter has been with Schneider National for more than 27 years and currently serves as executive vice president and group president of transportation and logistics for the company, roles he has held since April of 2022. He is expected to be appointed to the company’s board at a later date, following his transition to CEO.
Prior to joining Schneider, Filter served in the United States Marine Corps. He holds a bachelor’s degree from the University of Wisconsin-Green Bay and an MBA from Wayne State University.

Also effective July 1, James Welch will assume the newly established role of lead independent director of the company’s board. He has served as board chairman since 2023 and as a board member since 2018.

I’m confident that his leadership will provide continuity during this planned transition,” said Welch. “His new position will allow us to benefit from his strategic perspective, mentorship and meaningful contributions to the business.”
Schneider National is one of the largest companies in Wisconsin with more than 19,000 employees worldwide and $5.3 billion in annual sales.
